READINESS STUDY OF IRRIGATION MODERNIZATION LEUWIKUYA IRRIGATION AREA AND CURUG AGUNG IRRIGATION AREA IN WEST JAVA PROVINCE

Modernization of irrigation is an attempt to create a system of participatory irrigation management is oriented to fully the level of irrigation services in an effective, efficient and sustainable in order to support food security and water by five pillars of irrigation modernization are increasing the reliability of water supply (pillar I), infrastructure and irrigation facilities (pillar II), irrigation management system (pillar III), irrigation management institutions (pillar IV) and human resources (pillar V). The first stage in order to implement the modernization of irrigation is to Rapid Appraisal Process (RAP) or the quick calculation to generate value for Irrigation Modernization Readiness Index (IKMI). The analysis conducted in this thesis that Readiness Analysis of Modernization Irrigation in Leuwikuya Irrigation Area and Curug Agung Irrigation Area. Leuwikuya Irrigation Area has 2.357 ha area located in the cross Regency Bandung and West Bandung Regency with relatively high sedimentation rates and different management patterns between upstream and downstream areas, while Curug Agung Irrigation Area has 1.996 ha area located in Regency Subang is one of irrigation area complete in irrigation physical rehabilitation management program in Balai PSDA WS. Citarum. <br /> <br /> <br /> <br /> The result of Rapid Appraisal Process (RAP) Analysis Irrigation Modernization Readiness Index (IKMI) method, for Leuwikuya Irrigation Area is 56,4. The value of each pillar is pillar I = 57,78 (enough), pilar II= 67,20 (enough), pilar III= 50,24 (enough), pilar IV= 59,35 (enough), dan pilar V= 40,71 (less). Based on this value classified in the category “enough” with modernization was delayed by perfecting for 1-2 years. Curug Agung Irrigation Area is 80,2. The value of each pillar is pillar I = 85,0 (adequate), pilar II= 88,63 (adequate), pilar III= 81,45 (adequate), pilar IV= 78,99 (enough), dan pilar V= 59,39 (enough). Based on this value classified in the category “adequate”with ready to modernization irrigation. The result of strategy formulation of each pillars with SWOT Method in collaboration weighting ranking method for to determine strategic priorities on pillar IV that is irrigation management institutions on the boths of irrigation area.
