The spread of Indonesia into the islands is a major factor in the need for ports in every region in Indonesia so that the goods distribution process can be evenly distributed and the price gap can be minimized. However, Tanjung Priok Port is still the main port and dominates in Indonesia. Increased distribution of goods triggered increasing demand for container ports. Capacity of Tanjung Priok is currently not enough to meet the needs of containers that continue to increase every year. Therefore, the government plans to build a supporting port in Cilamaya. However, the construction of Cilamaya port was halted and could not be continued. Study of Cilamaya substitution port selection was done on 6 alternative locations and the result was chosen Patimban as substitution port of Cilamaya. Patimban Region itself basically has several areas that can be used as a port development site due to the availability of large enough land. This final project has done the process of analyzing the location selection for harbor location by considering the aspect of environmental conditions related to the safety of the vessel when sailing and docking at the port, the aspect of water facility procurement cost includes reclamation, dredging and breakwater needs, and accessibility aspect comparing the needs road from every point of the location to the main road in Patimban. After analyzing the three aspects, the best location of Port Patimban development is found in the alternative location 2 located in the existing trestle of Patimban. After choosing the best location, then arranged the container port layout includes water facilities and land facilities.
