POLICY ANALYSIS OF ENVIRONMENTAL ADMINISTRATIVE LAW ENFORCEMENT IN DISASTER RISK REDUCTION OF LAND AND FOREST FIRE (Case Study In Pelalawan Regency, Riau Province)

Today, land and forest fires is still exist in Indonesia, includes land and forest fires in company area. In fact, the company has liabilities to control land and forest fires in their area. Government as agency who permit the license obliged to implement environmental administrative law enforcement in form of monitoring and enforcing administrative sanction. If the government execute their role in enforcing environmental administrative law, subsequently in this event may reduce disaster risk potency of land and forest fires. <br /> <br /> <br /> <br /> Therefore, analysis of factors that influence implementation achievement of environmental administrative law enforcement by government should presented. Aim of this study is to know implementation of environmental administrative law enforcement as an effort to minimize the risk of land and forest fires disaster for company areal in Pelalawan Regency, Riau Provinces-Indonesia. This study offers qualitative method in collecting various secondary data and collecting primary data by interview informant who comes from officer of Pelalawan Regency institution, practitioner of environmental administrative law and expert of environmental administrative law. <br /> <br /> <br /> <br /> According to this research, environmental administrative law enforcement implementation to control land and forest fires in Pelalawan Regency is poor. Poor implementation occurs in all factors of research variables. One of factor that influences poor of policy implementation is poor of communication factor between Pelalawan Regional Environmental Agency as the policy executor with Ministry of Environment and Forestry as th policy maker. For that reason, Pelalawan Regency government should organize specific regulation related on controlling land and forest fires, strengthening organization structure, strengthening coordination and consultation with Ministry of Environment and Forestry, improvement of human resources preparation and sufficient budgeting.
