LAND ACQUISITION ISSUES FOR THE DEVELOPMENT OF THE DEPOK-ANTASARI TOLL ROAD

Road is one of infrastructure that have an important role to support the needs of community mobility. One of the infrastructure development that currently built by the goverment is Depok-Antasari (Desari) Toll Road. Desari Toll Road connect Depok and Antasari in South Jakarta. This development begin in 2006 and should be finished by 2009, but some problems occur during the land acquisition process so the development has not finish yet. Using formal evaluation and pseudo-evaluation method, this study aim to explain factors that become constraint on the land acquisition process in the development of Desari Toll Road. In this study, it is known that the implementation of land acquisition process in Desari Toll Road has not suit the regulations. There are some variables that affect the process of land acquisitions in Desari Toll Road. In the beginning of the development, the value of the land was not accordance. This issue made the discussion between the goverment and the owner of the land difficult to meet consensus. Nowaday, the problem that occur is the funding constraint of the land acquisition. This study shows the factors that become constraint on the land acquisition process in the development of Desari Toll Road are economy, history, and status of land ownership
