It caused extra impact on oil crisis during the limit of national oil sources, government take a decision by releasing energy regulation containing intensification, diversification, and conservation of energy mechanisme in 2007. Land ecosystem became a dominant sources in diversification issues exspecially to produce biodiesel, bio-oil, and bio-ethanol. Many problems occured and related with technical, regulation, and market aspect. Its potentially inhibit energy program as it planned in national energy blue print, after all problems has no solution, the attention to use aquatic ocean recources arise. <br /> <br /> <br /> The research focus on policy problem arround marine raw material affordability as energy resources, exspecially algae. Mix method, quantitave and qualitative, used to finish the research, solution of policy problem identified in research resumed by rational thought base on ecosystem consept according to conectivity between actors that identified in the phenomenon. The research resulted 4 kind of policy problem, there were : (1) no condusive interconnecting regulation to support algae for biofuel exploration, (2) no budget alocation to produce related technology, (3) no detail and clear in research and development planning, and (4) network problem between actors. <br /> <br /> <br /> Trough literature and observation, the research result 3 point of conclution: (1) according to naturally aspect, algae are potential to cultured, desaign, and post processing as biofuel raw material. All province in Indonesia has costal teritory, it also shows that algae is a nature resources which largerly spread so any benefit that consist in products from algae processing can delivered to many people, exspecially in the coastal area. In other hands, research and development of algae for biofuel production in Indonesia is far behind others country, it has significant budget problem and will make it more slow or stop. Ecosystem perspective to built alternatif solution for those policy problem according connectivity scheme between actors resumed a strategy wich has a power to push some actors act as a inisiator of change. The solution is reinforcing the implementation of energi regulation no. 30/2007 as an order regulation and contain a punishment for disobeying act and rewards for any institution which concern, have an intensive and significant contribution for energy system. Some actors that has a pottential effort to be an inisiator of change are the ministry of marine affairs and fisheries, the ministry of energy and mineral resources, the ministry of research and technology, private sector, and scientist community. <br /> text
