Therefore, the public can see how the government is doing and make active participation to make sure that it is doing great. Although Indonesia has shown its support for open government data, the open government data sites in Indonesia are still unable to provide the open government data in good quality when assessed by two open government data standards namely Five Star Open Data and Fifteen Principles of Open Data. <br /> <br /> <br /> In this thesis, a solution is proposed for the issue by proposing a publishing tool for open government data. The tool receives government data at 2-star or 3-star level in Excel or CSV format and then publishes data with the maximum 5-star level in Excel, CSV, JSON, JSON-LD, and Turtle RDF formats. <br /> <br /> <br /> Based on the evaluation conducted using the data from Indonesian Central Bureau of Statistics, the tool can improve the data quality to 5-star based on the Five Star Open Data. However, it only managed to improve the data quality to meet only twelve out of the fifteen principles in the Fifteen Principles of Open Government Data. The three other principles cannot be fulfilled because their fulfillment is dependent on the data provider, which is the uncontrolled variables of this final project. In the future, this tool is expected to be continued in its development to add quality. Also, hopefully, it can be utilized and developed further to be integrated into the existing governance systems. text
