The principal and target in stipulation of structure and retribution tariff intended to cover the cost of service management which are collection cost, waste transportation and management and/or waste demolition including TPA leasing cost. The imposition of service tariff will promote economical efficiency since everybody will deal with the option due to lack of resources. When tariff is enforced, everybody will have to think economically not to be improvident. Bandung city government should realize that waste service management can be held properly only if the PD. Kebersihan financing condition is profitable. The collected retribution has not been equal to the operational cost invested to this sector and the organization of retribution tariff especially for the household often not lead the community to do some economical efficiency. It is required to have the policy and stipulation on the retribution tariff and mechanism of collection that aimed to improve the waste service level to the community and to increase the revenue of PD. Kebersihan as the agency that provide the waste management. The goal of this study is to review the waste retribution tariff on accordance with the waste operational cost in order to improve the level of waste service in Bandung city and the mechanism of retribution collection application. The study methodology utilized is using the explorative approach to identify the technical waste operational cost as the basic in operational cost stipulation in retribution tariff calculation, and then, normative approach, descriptive quantitative and comparative approach to identify the ideal infrastructure requirement in line with the community needs. Base on the study performed, it can be found out the number of infrastructure and operational cost based on the cost component in technical waste operational cost so the retribution tariff that covers the waste management operational can be stipulated through the composting or recycle and incinerator scenario. Applied mechanism in retribution collection is by measuring the size of the waste can or bin in each household as much as 12,5 liter/day. This is intended to limit waste production of each household not to exceed the determined volume.
