Summary: | The Bottom-up concept is the concept of regional development which emphasizes the development from the bottom area which is currently being adopted by the Government of Indonesia through the Act No. 6 2014. The Act contained the message of autonomy in rural development. In terms of rural development, planning is the most important stage towards the success of the overall development of the village. Therefore, the villages are required to have a good capacity to actualize the autonomy of the villages through participatory or collaborative planning. However, the capacity of rural planning development actors has not been tested if we see the pattern of village management in previous Act, that is Act No. 32 2004. It is because the previous Act had not accommodated explicitly on recognition of traditional village institutions, The presence of additional village revenue that sources from the APBN that allows the villages to manage the fund up to billions of rupiah, a village-scale local authority which authorizes the village to organize and manage their own territory. <br />

This study aims to identify the capacity of rural planning development actors in actualizing the autonomy of village. This capacity is assessed individually and collectively. Individual capacity is assessed in each stage of rural development planning, while group capacity is assessed in all stages in rural development planning. For individual capacity comprise the ability to understand the tasks and roles, the ability to understand the needs of the village, the ability to process data, the ability of negotiation, political skills, ability to lead, intellectual ability, the ability of programming and the ability of budgeting. While the capacity of the group comprises social skills, sense of community, the ability of partnering/ networking, communication skills, problem-solving skills, time management skills, human resource capability, the ability of process planning system, visionary ability, the ability of commitment and leadership skills. This study is a qualitative research with case study research approach. The selected villages are the villages bordering the cities that are Melatiwangi village as the village with the less capability in administration and Cibiru Wetan as the village with the good administration. Data is collected by interviewing each sample which consists of three main pillars, namely the village government, BPD and community elements. Later in this study also tested the proposition that is participatory planning will be running well if there are a good individual and group capacity. <br />

The Results of this study showed that the overall autonomy of the village in organizing participatory or collaborative planning is quite worrying. Although both of the villages had a good group capacity but participatory or collaborative planning only held in the village with the good administration which both of the villages are weak in the ability of commitment. The implementation of the planning process known to be encouraged by the group ability especially in the visionary ability, leadership skills and the ability of process planning systems. However, the quality of planning was not perfect due to the weak capacity of individuals in all stages of planning which the key actors are village secretary, BPD members, and the community elements. Therefore, for the perfection of the quality of rural development planning will also require good individual capacity. The village secretary must have good individual capacity in the entire capabilities include understanding the tasks and roles, the ability to understand the needs, the ability to process data, the ability of negotiation, political skills, ability to lead, intellectual ability, the ability of programming and the ability of budgeting. Meanwhile, BPD members must have the ability to understand the tasks and role; and political ability. For the elements of society must have the ability of negotiation and political skills. |
