This statement is appropriate with the Global Competitiveness Report 2009-2010, which is Indonesia in the 65th rank from 133 countries all over the world. Besides that, SMEs also faces a problem in the low academic level and the low skill of the human resources. According to Cohen and Levinthal (1990), absorptive capacity of company can directly increases if the personnel of the company are sent in technical training. The weaknesses of absorptive capacity of the SMEs until today is a proof that the process of knowledge transfer to SMEs is not effective yet, which in this case is the training activity. One of the institution that transfers the knowledge in the form of training activity for SMEs is the center of industry as a research institution in Indonesia.

Based on the problems above, knowledge transfer to SMEs needs to be conducted effectively. Therefore, in this research the analysis of the effectiveness of knowledge transfer from research institution to SMEs is conducted. The analysis of the effectiveness of knowledge transfer is conducted by identifying the factors that influence the knowledge transfer, both the supporting factors and the inhibiting factors in knowledge transfer. The research model is developed uses Bozeman (2000) as basic model. The developed research model consists of six

constructs, they are characteristics of knowledge resources, the characteristics of knowledge receiver, the characteristics of transfer media, the characteristics of knowledge, the characteristics of environment, and the effectiveness of knowledge transfer.

The effectiveness of knowledge transfer is measured from the impact of the knowledge transfer to the resources and the receivers. In this research, the analyzed units are 17 knowledge transfer activities, in this case, the training. The data are taken from interviews and questionnaires from the trainers and the SMEs as the trainees. The data are evaluated with Structural Equation Modeling (SEM) method using Partial Least Square (PLS) approach. In the result, it can be concluded that the most influential factors to the knowledge transfer effectiveness is the goal of knowledge transfer activity, the receivers absorptive capacity, the information system used, the value of transferred knowledge, and the cooperation between the resources and the receiver. text
