In the perspective of urban transport is reducing dependence on private vehicles through the regulation of land use mix and provide of alternative transportation that focus on public transport and non-motorized vehicles. A urban growth makes difficult in implementation. City of Yogyakarta, which has a policy of bicycle transport system has adversity in implementation process. Yogyakarta has bicycle transport infrastructure that complete, but hasn’t optimal in using. The role identification of stakeholders become solutions of policies implementing and complete of void role. It can affect of increase bicycles users as a mode of transportation. <br /> <br /> <br /> <br /> The purpose of this study identifies the role of stakeholders as the basis for the formulation of recommendations for increase the bicycles users as a mode of non-motorized transport in the city of Yogyakarta. The method used is descriptive analysis which will define the role of stakeholders. The role of stakeholders that identified is the dedication of stakeholders, community involvement, responsibility of stakeholders, efforts of quality and quantity of infrastructure, improvement of the economic value and collaboration between stakeholders. Furthermore, the method used is the stakeholder analysis. Stakeholder mapping shows the community as a critical player with involvement in programs to promote the use of bicycles, while regional leaders are becoming critical player without engaging in a program that aims to increase the use of bicycles. The latter method is the assessment criteria. <br /> <br /> <br /> <br /> Assessing the presence and conformity of the lowest indicators are towards providing quality facilities and infrastructure, followed by the dedication of stakeholders, community involvement and responsibilities of stakeholders. Dedication stakeholders for their growing awareness of the importance of developing non-motorized transport systems, especially bicycles. Judging from existing conditions, is highest dedication to the community, while the lowest is dedicated to district leaders. To improve the dedication can be pushed through negotiation, facilitation and discussions held consistently by interested parties such as community, bureaucracy, local leaders and the community. This will impact on behavior change and relationships that will Offsetting new power to raise awareness of the importance of using bicycles as a mode of non-motorized transport. text
