One of the main issue that usually appear on a top down planning is a mistake to read the need of people’s place, so sense of place can describe how a built place can affect the user. Pasupati park is a park that built as an initiative of local government which develop some of passive open space to active open space. The spaces create subspaces, so the open space is divided by 4 segment of open space.

This research is using inductive aproach, each component of sense of place (physical form, activity and meaning) analyzed to gain the conclusion of sense of place in Pasupati Park. Each component has different analysis; physical form component using visual analysis with contextual compatability approach, activity component using behavior map and meaning component visual analysis with environmental character approach and involve the user of a place as a respondent.

The result of this research show that physical form component for each segment conform the indicators that created, activity component also conform the indicators that created, except for segment 4 because people have to pay to use this open space, so segment 4 is a private open space which have limited activity, for the meaning component, segment 1, 2 and 3 have medium condition, and low for segment 4. The result is Pasupati Park has a low sense of place for all segment either for the citizen around park or for whole user. Segment 2 and 3 has stronger sense of place because there’s benefit of those segments for citizen around the place and because those segments has different form and function in Bandung, but still the sense of place for whole is low. This can happen because there’s a mistake in reading the need of place for citizen, so the place only has a strong physical form but not a strong sense of place. text
