Water resources management requires multi-disciplinary science consist of technical, social and economic aspect. Main obstacle in the management of sustainable water resources is more related to sociopolitical <br /> <br /> <br /> aspects than technical aspects. One of the obstacles in improving Indonesia's drinking water supply infrastructure is the financing aspect. This is consistent with character of public water supply industry which is capital intensive and has lower revenue when compared to other public sector industries. Warranty and interest rate subsidies on credit investments policy to local water company owned by Local Government (PDAM) is expected to be the answer of investment financing constraints by PDAM. However, until December 2014 only five PDAMs which runs the financing scheme of many PDAM that eligible to participate in the financing schemes. This study aims to identify the various constraint factors experienced by PDAM that not interested in undergoing such financing schemes. Constraint factors identified and analyzed its association with the method of Dependence and Driving Power Analysis. Constraint factors level is measured by the preception of local water company view the loan guaranty and interest subsidy program. Constraint factors that obstacle PDAM to participate the loan scheme are complicated stages on adminsitration process and difficulty in obtaining approval of Local Parliament.
