This thesis describes research on regional freight transportation by road in Java island. The objectives of the research were to investigate characteristics of freight transportation, to identify the factors that affect freight transportation, and to develop a model incorporating the variables that. represent transportation system development. The model developed was the Simultaneous model that combines the four stages model into a single model, with a specific mode of transportation, that is the road mode. The model was developed by trying the alternative variab_l.e combinations into model formulation and was 'talibrated using National O-D (Origin-Destination) survey data conducted in 1991 (road mode), socio-economic data (population, GRDP, industrial index), and service mode (travel time, transhipment tariff) data. The objective of model calibration was to identify the most significant set of variables and formulate the best model based on the existing data. Calibration result was quite satisfactory, from the statistical significance and reasonableness points of view. One of the final model which has the best R2 among three groups of alternative model is:
