Village fund and village fund allocation are two sources of village’s financial which are from the part of allocation of state budget (APBN), as well as the biggest source which part of budget village. However, regards to implementation, there is an adjustment to maximize fund utilization that is proved with alteration and addition of rule. Implementation of village fund (DD) and village fund allocation (ADD) also involve in all levels of government (central government, district, sub-district, and village). Following this, it needs a coordination among organizations in each levels of government for integration of organization’s step. In this research, it focus on conformity between implementation between village fund and its allocation by comparing actual condition and the policy. As a result, it can be assessed limitation and barrier in each organizations in the level of government. In addition, it also inspects the coordination of government organizations based on the job description, interdependence and organization network, so that it can be assessed the effectiveness of implementation and efficiency of the organization's involvement in implementation of distribution, management and use of village fund (DD) and village fund allocation (ADD). <br />

Based on the result of research, it is clearly conveyed that there is an inappropriate way between implementation of village fund (DD) and village fund allocation (ADD) and the rules which is determined in advance. The stage implementation does not fit on the stage distribution and management in the fund consisting of quantity and time distribution. On the implementation fund village (DD), Bandung District not able to disburse during 7 days. Whereas in the implementation of the fund village allocation (ADD) on does not match the number of funds disburse. On the fund village allocation (ADD) distribution by 10% of the fund balances (dana perimbangan) but Bandung recency only distributes of 4,48%. Not only Bandung District as much as 70% of district in Indonesia do not distributes ADD minimum of 10% of the balance of fund.Discrepancies also occur at village government i not satisfy the term of disbursement, which consists of village medium-term development plan (RPJM) and village regulation. <br />

On the assessment of intercoordination organizations government then it can be noted that the existence of shortcoming at the level of central, district, sub-district, and vilage government in the coordination of the implementation village fund (DD) and village fund allocation (ADD). At the level central government found the existence of fragmented job description and not integrated. Based on characteristics of the structure and complexity of the weakness there is lack of coordination control in the implementation and not influenced between organizations in decision making. At the sub-district and village government which had the size of small organization that description capability in carrying out its work. <br />

On the assessment found that each level government has a weakness in the implementation, There is the ineffectiveness of the District, Sub-District, and Village government and inefficiency of the central government. Weakness in each organization influential of the task another organization because the organization qualifies as a type interdependence is serial interdependence. This describe that the output of implementation task of organization is the one output in the execution of the duties of any other organization. This study can be used as one of the assessment in an effort to improve effectiveness and efficiency of the village fund (DD) and village fund allocation implementation (ADD) in the future. |
