Highway as one of the transportation mode that can accelerate economic growth of our country has experienced some problems that can impact its productivity and sustainability. It is used by variants of users that range for private cars owner to commercial vehicle. The high dependency for all those users, creating problems to the highway itself. Some of the toll roads has exceed their capacity and create congestions to the transportation network especially in Java. The Minimum Standards of Service become hard to achieve. To address this problems, The Ministry of Transportation has planned to implement Intelligent Transportation to Indonesia’s Transportation System. It is then forwarded to the toll regulator to specifically enforce the Intelligent Transportation System to all of the toll roads network. Naturally Intelligent Transportation System is a complex system, and to develop a sustainable complex system a system architecture has to be established. Some developed countries have maintained their Intelligent Transportation System using their own national architecture to create standards in order to bring interoperability to the system. Sadly, Indonesia still doesn’t have enough resource to achieve sufficient standard for the system. The TOGAF 9.1 could help Indonesia to adopt the generic architectures that are available in the market nowadays using the Enterprise Continuum concept. Seeing the highway system as an enterprise is needed. The ITS architecture will be defined in to four layers; business, applications, data, and technology. The existing condition is the basis and foundation to develop the solution architecture. Gap analysis were done afterwards to see what kinds of work packages are needed to achieve the solution architecture. The work packages were arranged to create the roadmap. text
