This research chose between three alternative of distribution network simulation. In addition to develop drinking water supply services, the main thing to be concerned is the willingness of customers to pay for services to be provided. Ability and willingness to pay for drinking water supply in the district of Central Cimahi, analyzed using contingency valuation method (CVM). <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Based on the EPANET simulation result, alternative of distribution network system which has branch and loop system, is the chosen one with all technical aspect consideration such as residual head, node demand, velocity, pipe diameter and pipe lenght. The result of CVM method shows that value of WTP is lower than the ATP value. The value of WTP is Rp 1.500/m3 and value of ATP is Rp 2.600/m3. Evaluation this method show that CVM method that used in this study have a regression correlation value is 0,701, which categorized have a strong correlation for each factors that has influence to WTP value. The scheme of financing in accordance with the value of WTP of the community is 100% grant scheme with UPTD form and 93% APBD grant scheme and 7% own capital with BLUD institutional form. Thus the institutional form UPTD Cimahi city is currently quite ideal as the initial stage of development of drinking water services that separate themselves from PDAM Bandung regency. However, this institution can be upgraded to BLUD. The cost of water production obtained from the financing scheme with the BLUD form, is only Rp. Rp 1,467 .- /m3 and installation of new connections amounting to Rp 840,425. The value is still below the WTP value of the community. The institutional form of PDAM can be achieved by following some condition prerequisites: improving the performance of drinking water service and the willingness of the community to pay increased following the current ATP value of society. <br />
