STUDY OF POTENCY AND SUSTAINABLE TOURISM DEVELOPMENT STRATEGY IN BANGGAI KEPULAUAN REGENCY

Banggai Kepulauan Regency is one of maritime regency in Central Sulawesi that covered with various tourist attractions, such as nature, marine, culture and <br /> <br /> history. Those potential tourist attraction didn't managed optimally by the local stakeholder. By doing observation and interview, this research is aimed to study the tourism recources of the aspects of supply, identify the external and internal factors related with tourism development, and formulate the tourism development strategy in Banggai Kepulauan Regency with sustainable approach. Evaluation matrix technique is used to study and evaluate the tourism potential and SWOT anaysis is used to formulate the tourism development strategy. The result shows three categories of tourism attractions, they are high potential tourism, middle potential tourism, and low potential tourism for development purpose. Besides, the result show that internal factors that support the tourism development in Banggai Kepulauan Regency are the various nature tourist <br /> <br /> attractions, strong community culture, three tourism villages that have already formed, and the spirit in tourism development by all related agencies. However <br /> <br /> obstacles like minimum human development resources, complete and accurate database are not provided, accessibility and facility are inadequate, and promotion is not maximized. Meanwhile the supporting external factors in tourism development in Banggai Kepulauan Regency are the strategic geographical location and information and technology development. But there are some threatening factors that must be considered. They are the reality that tourism sector is not the priority in regional development in Banggai Kepulauan, the tight <br /> <br /> competition between the region, previous conflict issues, and potential natural disasters like earthquake and tsunami. According to IFAS-EFAS, the tourism development in Banggai Kepulauan is in quadrant II, precisely in selective maintenance strategy, a strategy that optimize weaknesses to exploit opportunities. Alternative development strategy is made for some potential tourist attractions. But in general, the strategy that used in Banggai Kepulauan sustainable tourism development are to develop ecotourism and cultural products with attractive tour packages, involve and empower the local people in tourist attraction’s management, to develop the comfortable and environmentally friendly tourism facility and accessibility (transportation), and to develop integrated and sustainable promotion between the local government, private sector, and the community.
