Performance assessment is required by PDAM in order to evaluate and improve the system applied. The objective of the research is to find and to develop KPI that influenced the PDAM performance, using prism performance method in which the identification of KPI based on the stakeholder’s satisfaction, viewed from the 5 (five) perspective i.e. stakeholder satisfaction, stakeholder contribution, strategy, process, and capabilities. There are four primary stakeholders that influenced the performance of PDAM in Minahasa Regency, they are owner/investor (11 KPI), customer (15 KPI), internal PDAM (15 KPI), and employee (8 KPI). AHP (Analytical Hierarchy Process) method is used to determine the weighting of KPI, resulted customer as the highest (0.349), and respectively are intern PDAM (0.305), owner/investor (0.222), and employee (0.123). By using prism performance method, has conducted performance assessment for PDAM of Minahasa Regency, based on the four primary stakeholders has obtained 2.30 (unsatisfactory) and 22 lowest indicators. The research showed that performance measurement indicator using prism performance method can be used to find PDAM performance, the presence of 30 new indicators when compared to the performance assessment by BPPSPAM or Minister of Domestic Affairs Decree No.47/1999, caused by stakeholder’s satisfactory/needs, make an assessment of the performance of this method with more detail to know PDAM condition and the solutions. text |
