Passenger satisfaction is the major issue that has been studied by previous researchers. In addition, the driver's welfare has also been investigated. Both users' and drivers' perspective are used to describe the problems in paratransit system that form an influencing cycle in a complex system. This research describes the behavior of paratransit operating system in a loop cycle by using system dynamics model. The model is developed by using the driver and passengers' point of view as a modeling base since both actors play important roles in the system. The simulation is formulated by using Software Vensim PLE. <br /> <br /> <br /> The result of the simulation shows that the operational of paratransit has not been feasible economically, however, it survives socially. In addition, it also participated in providing the mobility services for middle to lower class society as well as a transitional public transport before the government are able to provide a reliable and affordable public transport for the society. Based on these significance, two scenarios are proposed in order to avoid idling time and to achieve the expected driver's income. The first scenario is the intervention in the management system of paratransit by eliminating the rental fee (setoran) and the second one is the intervention in the number of fleets. Simulation reveals that the second scenario (reducing the number of fleet) is more appropriate to be applied because the expected income of driver can be achieved and actual idling time is lower than tolerated idling time. text
