NTT is a region in Indonesia that has a fairly high land conflict, where almost all social conflicts in NTT originated from indigenous land conflicts. One of the customary law communities that experienced adat land conflicts was Lape's customary law community group, located in Nagekeo Regency, NTT Province. The conflicts that occurred not only involve indigenous and tribal peoples but also other parties such as the government, with one example of conflict is on the construction of the Nagekeo Regency PRD building. <br />

The study purpose is to examine the typology of conflicts occurring in this indigenous community. The study focus is on customary land systems that comprising land tenure, land use, and land value systems. Data collection was conducted using interview method, institution survey to collect secondary data, and spatial data collection. Interview data was processed by triangulation method to know the validity of data. The secondary data data were processed using secondary data analysis, which was then combined with interview data and spatial data to be grouped using thematic analysis. Further, conflict analysis was conducted during the period of the system of land use, tenure, and value of Lape customary system. <br />

The results of the provide the descriptions and visualizations of changes in land use, tenure, and value in Lape land customary system, which in turn lead to land conflicts within these indigenous and tribal peoples groups. This change is caused by several factors, namely the intervention that comes from within and outside the customary law community groups, the weakness of customary institutions in applying the rules of the customary land system, and the weakness of the customary land system that is run. Furthermore, the results of this research can be recommendations in resolving conflicts that occur, through strengthening adat institutions in the management of the region, the resolution of conflicts with mediation from third parties, as well as the strengthening of individual rights. |
