Pursuant to Government Regulation of No. 11 year 1977 about Irrigation, there is two organizer of irrigation network system that is fanner society and government. Government in this case is Regency Irrigation Office, Regency Agriculture Office and Regency Irrigation Commission, undertaking to manage Main Irrigation System consisting of Primary and Secondary Irrigation Network System. Society Farmer in place of WUAs (Water Use Association) undertake to manage Irrigation Network System in Farming level or is Tertiary. Whereas management of irrigation network system which pass through regencies/ towns executed by province government. Along with growth of information technology, society demand and globalization of transparency an activity of management - do not aside from management an irrigation network system - hence government greet this matter by authenticating Inpres No. 3 year 1999 about PKPI (Irrigation Management Policy Recondition). One of the target of PKPI is PPI (Irrigation Management Delivery) of government to society farmer of WUAs. PPI alone aim to increase effectiveness and efficiency management of irrigation, its form of going concern irrigation system, enable ness of WUAs, and improve prosperity of farmer society. Relate to ratifying of Government Regulation of No. 25 year 2000 about Local Government Autonomy - to place management an irrigation network pass through regencies/ towns - hence Ministry of Home Affairs authenticate Ministerial Decree of No. 22 year 2003 about Guidance of Authority Arrangement, Duty and of Responsibility of Provincial and Regency/ Town Irrigation Institute Organizer. In this Ministerial Decree, local government of conducive regency to conduct Cooperation Management (KSP) an irrigation network pass through regencies/ towns. Area Irrigation of Cipamingkis broadly totalize 5,200 Ha located in Bogor regency and Bekasi regency. Cipamingkis weir and of areal irrigation broadly 1,400 Ha in part of upstream located in Bogor regency. Areal Irrigation broadly 3,800 Ha in part of downstream located in Bekasi regency. With this condition, hence in order to local government autonomy needed by an management cooperation (KSP) of Cipamingkis between Bogor regency with Bekasi regency which relate at Government Regulation of No. 25 year 2000 and the Minister of Home Affairs Decree of No.22 year 2003 In order to PPI, hence government transfer of management and technology management of irrigation system to society farmer of WUAs. This Activity in the form of enable ness WUAs through adjacently of activity of PPKP (Participatory Rural Appraisal), activity of PSETK (Profile of Sosio Economic Technical and Institute). Because activities preceding this PPI have never been executed in Cipamingkis irrigation area, as a result Cipamingkis irrigation WUAs not yet ready for PPI. To overcome this matter, hence require to be executed by KSP between WUAs with government – Irrigation Office, Agriculture Office, Irrigation Commission of Bogor Regency and Bekasi Regency as bridge before PPI really is execute
