Summary:Formally the Constitution Number 26 Year 2007 stated that the proportion of public RTH/Green Open Spacesis at least 20% of the urban area which has to be met by all towns/cities in the RTRW/Urban Land Use Plan document. In practice, there are many problems on site since there are still many cities that cannot meet the requirement. Either cities with autonomy or without autonomy lately has a problem of the decline in various environmental qualities and need to be paid special attention to especially related to the provision of public RTH. The problem of public RTH provision basically is not able to be determined rigidly which must be at least 20% of the total urban area, because there are various differences between urban tipologies, between cities in Java Island and outside of Java Island, and between cities located upstream, mid and downstream in an area of Daerah Aliran Sungai (DAS)/River Basinas an eco-region. Therefore, this study is aimed at reviewing the aspect of public RTH provision in non autonomy urban area in regency by predicting the need of public RTH based on population who must be given environmental service from the RTH. <br /> <br /> <br /> The area of study is the urban area of Indralayawhich is an urban area with the status of non autonomy in the Regency of OganIlir South Sumatera. The study is also based on the lack of identification of the existing public RTH and to evaluate the aspect of public RTH provision in the urban area of Indralayaby observing the ratio availability to the need of public RTH. In the implementation, the study was conducted by using quantitative method, using GIS spatial analysis technique, analysis of public RTH need calculation, and descriptive statistics. <br /> <br /> <br /> The result of study showed that for non autonomy urban area in regency such as urban area of Indralaya, the determination of public RTH area that must be provided by a city/town based on total urban area is not appropriate. The calculation of the need of public RTH based on total area will result in a public RTH area which is quite large compared to the need based on total population thus making it difficult to be reached. This can be seen from the large differencebetween potential available area towards regulation of 20% total urban area. The result of calculation by predicting the need of public RTH based on total population results in a number which is relatively closer to the characteristics of non autonomy urban area in a regency, while the potential availability is much wider.
