Data show that research productivity of <br /> <br /> <br /> <br /> <br /> Indonesian HEIs lags behind Malaysian HEIs. Since the institution’s research productivity is the manifest of faculty members’ research productivity, thus, institutions should endeavor to understand the factors that can influence research productivity of the faculty. Based on phenomena of problems, the focus of this study be put on individual factors such as ability, motivation, and how individual perceive the research system implementation, which those factors are the components of the established MOA framework. Therefore, this research aims to explore both deductively and inductively the antecedent factors of faculty member’s research productivity and the influence towards research productivity; to investigate the role of knowledge creation process in increasing faculty member’s research productivity; and to investigate whether the model of antecedent factors of faculty member’s research productivity of HEIs in Malaysia significantly is different with the model of antecedent factors of faculty member’s research productivity of HEIs in Indonesia. This research applies a sequential procedure of mixed-method, begin with qualitative design in developing construct and instruments, and then quantitative-survey design to collect data from 307 samples from Indonesia and 125 samples from Malaysia, and ended with triangulation analysis to discuss the result of the survey. Based on explanatory model, this research has no evidences that ‘Research Motivation’, ‘Perceived Research Opportunity’ and ‘Research Competency’, the components of a theoretical MOA-framework (Blumberg and Pringle, 1982),significantly affect ‘Research Productivity’. However, ‘Research Motivation’, and ‘Research Competency’ significantly affect ‘Academia Knowledge Creation Process’respectively with coefficients equal to 0.237 and 0.435, and ‘Academia Knowledge Creation Process’ significantly affect ‘Research Productivity’ with the coefficient equals to 0.233. ‘Research Motivation’ is significantly influenced by ‘Perceived Research Opportunity’ with the coefficient equals to 0.216 and ‘Perceived Research Opportunity’ also significantly influences ‘Research Competency’ with 0.157 of coefficient. Examining the role of knowledge creation process, this research revealed that the ‘Academia knowledge creation process’ serve as a mediator on the path between ‘Research Motivation’ and ‘Research productivity’ (Full mediation), and on the path between ‘Research competency’ and ‘Research productivity’ (partial mediation).This research found that model of antecedent factors for Indonesian sample has differences with the model of Malaysian sample. In Indonesian samples’ model, ‘Research motivation’ in Indonesian samples’ model do not affect ‘Academia knowledge creation process’ significantly. The other difference is that ‘Research <br /> <br /> <br /> <br /> <br /> loads, for Indonesian case. For Malaysian case, there are factors such as origin education and academic community, there is one important variable that should be considered in predicting individual performance, which is knowledge creation process. This research contributes to highlight the role of knowledge creation process research management and policy in higher education sector. Based on the result of the research, it implies that to provide support, facilities, and conducive environment for research activities, higher education institutions’ orientation, from teaching-oriented to research-oriented. To be effectively implement the shifting initiative, there should be a formal stratification policy that differentiate the mission of institution, through the process of selection and assessment, that lead to the diversity in performance indicators as well as financial consequences. <br /> <br /> <br /> <br /> <br /> <br /> <br /> Keywords: Research productivity, Higher Education Institution, Faculty member, MOA framework, Knowledge Creation Process, comparative study
