Description
Summary:The road infrastructure development is part of Government of Indonesia's priority program. Reviewed

from the length of planned and built road, the number is always increasing from time to time. Average

road growth is 3.52% per year. One of the most important road materials is asphalt. Most of this

asphalt is supplied by PT Pertamina (Persero). Although PT Pertamina (Persero) is the only asphalt

producer in Indonesia but until now PT Pertamina (Persero) has not been able to meet all demand. A

wide range of services and limited distribution network facilities create opportunity for the

development of asphalt terminal. PT Maha Guna Industri as a downstream oil and gas company who

has core competence in logistics management service is faced with this opportunity. Internal condition

such as corporate earning which still rely on fuel trading and not optimum utilization of land asset in

Central Sumatra become another factors for the company to consider the business opportunity of this

asphalt terminal. Investment analysis and risk assessment are needed to justify the feasibility of asphalt

terminal project with a capacity of 20,000 ton and sales volume of 120,000 ton per year.

This study aims to analyze the investment feasibility of asphalt terminal development project,

determine the most sensitive variable and assess potential risks follow by proposed mitigation plans to

reduce the probability and impact that may arise from the project. Business environmental analysis

both internal and external is done to review the company capacity and strategy in capturing this

business opportunity. The project financial review is prepared by calculating the investment criteria of

NPV, IRR, PI, Payback Period and Discounted Payback Period. Risk assessment refers to ISO 31000:

2009. The result analysis shows that asphalt terminal development project is feasible and meets the

investment criteria. While potential project risks that have significant impact are permitting as well as

Health, Safety and Environment (HSE) aspect.
