The Rokan Hilir regency is a result of the proliferation of Riau province in accordance with local autonomy policy as stipulated in Law No. 53, 1999. According to the constitution, Rokan Hilir is the only regency which has a temporary capital as well as a definitive capitalBy having two capital cities, residents of Rokan Hilir regency are faced with dualism in which they may be forced to choose between the two and can lead to continuous confusionThe twin capital cities were formed during a convention in which the residents failed to decide the capital city of Rokan Hilir regency post proliferation. As a result, the site for the capital city will continue to be debated in the future and can be detrimental to local development. As such, the polemic must stop and a decision has to be made.The study collects its data from available literature and documents as well as interviews with youth leaders and people who participated in the convention of Rokan Hilir societyThe study shows that the most appropriate location for the capital of Rokan Hilir regency is Bagan Siapi-api given its historical and legal aspects, respondents income and societys aspiration.The development of Rokan Hilir regency is aimed to support conservation of Bagan Siapi-api town from an old town to a historical heritage place. It is important to build a new town by building local infrastructure that is supported by better human resources and government policies.
