LOCAL COMMUNITY PARTICIPATION FOR THE DEVELOPMENT PLANNING OF CIBEUSI TOURISM VILLAGE, CIATER DISTRICT, SUBANG REGENCY

The development of tourism has been used as one of the rural development strategy. Participation of local community is very important in supporting the successful development of the tourism, especially in rural areas. Cibeusi Tourism Village development is a form of rural tourism development which is being pursued by Local Authority for Culture, Tourism, Youth, and Sports of Subang Regency. To support the successful development of Cibeusi Tourism Village, the research on the local community participation in the development planning of Cibeusi Tourism Village is necessary to be done. This study aims to produce a proposed level and forms of local community participation in the development planning of Cibeusi Tourism Village with the goals to find out: (1) the process of Cibeusi Tourism Village development by Local Authority for Culture, Tourism, Youth, and Sports of Subang Regency; (2) the level and form of stakeholders participation of local communities in the development of Cibeusi Tourism Village development; (3) the readiness of local communities to participate in the development of Cibeusi Tourism Village. This study used exlporatif-descriptive method with mixed approach (qualitative-quantitative). The population in this study were Local Authority for Culture, Tourism, Youth, and Sports of Subang Regency and local community stakeholders related to the development of Cibeusi Tourism Village also all local communities in Cibeusi Village. The sample in this study determined by using snow ball sampling and purposive sampling technique with a total sample of informants and respondents repectively of 15 and 97 samples. The result of this study showed that: (1) the development of Cibeusi Tourism Village conducted by Local Authority for Culture, Tourism, Youth, and Sports of Subang Regency has not been done through community assessment phase and planning phase also have not done the evaluation phase; (2) community stakeholders related to Cibeusi Tourism Village development program consists of 12 stakeholders with 6 groups participation levels, these are self-mobilization, interactive participation, functional participation, material incentives, manipulative and passive participation and plantation; (3) the level of readiness of the local community to support the development of Cibeusi Tourism Village in the form of provision of tourism service is at the level of 61%, while in the form of showing the attitude of Sapta Pesona is at the level of 95%.
