Terminal Bahan Bakar Minyak (TBBM) Padalarang is one of downstream business owned by Pertamina. It is considered as national vital object because it has important purpose to supply different kinds of oil and gas to several sectors near it. Accidents in workplace must be prevented because it can halt the business process of TBBM Padalarang. Safety Management System (SMK3) is a policy system that can ensure safety and health and workplace comprehensively. Worker performance can also be improved by ensuring their safety and health. This study has a purpose to determine whether the safety management system of TBBM Padalarang accords to OHSAS 18001, Manpower Ministerial Regulation No. 05/MEN/1996, and worker satisfaction. <br /> <br /> <br /> The data was gathered by observation, interview and questionaire to determine the existing condition of safety management system. The existing condition was compared to OHSAS 18001 and Manpower Ministerial Regulation No. 05/MEN/1996 as the ideal condition. The questionaire was given to workers in TBBM Padalarang to determine knowledge and worker satisfaction according to safety management system. This study identified which elements of the safety management system that should be improved. Elements that should be improved were Panitia Pembina Keselamatan dan Kesehetan Kerja (P2K3), first aid, incident report, incident investigation, compensation report, occupational incident, occupational disease, skill development, communication and health services. Recommendation that can be applied were P2K3, first aider, health service at workplace, training identification, safety and health documentation, and communication plan for citizen near workplace. The 8E-1M system was suggested to improve the effectiveness of the recommendations.
