Summary:The vitality of commercial areas are dynamic and frequently changing without efforts to maintain it. Static old commercial areas that never make a change will degrade physically and functionally, and become less attractive to other new commercial districts. Revitalization is needed to restore the vitality and image of old commercial districts. The goal of this research is to formulate revitalization strategy to improve physical quality, functional quality, and normative quality. The formulation of the strategy is based on normative criteria of revitalization and commercial districts, the assessment level of vitality, and the influence factor of vitality problems. Jodoh Commercial Areas in Batam City that Batam’s people were very proud of is taken as the study case of this research. Description and assassment level of vitality scored from the occupnacy rate, visitors rate, operational time, and profit. The influence factor to the vitality level divided to design problem and non-design problem. User’s perception and preference are used to determine the existing problems in the area and the desire for area development. The revitalization strategy is obtained through SWOT analysis based on strength, weakness, opportunity, threat.
