Summary: | Currently, the developments development of Information and Communication Technology occur rapidly. This resulted in the use of Information and Communication Technology which becomes a demanding needs for all parties, both individually, as well as organizations. This applies also in the government environment. Government should be able to continuesly adapt to technological development, so that it can compete in it. This is where the term e-Government comes. e- Governmnent has led to a change in the system and also the culture of government from manual to electronic, one case in point is the implementation of an application to run every government activities such as e-office application which is implemented by the Government of West Java Province. implementation will be assessed its level of user acceptance using the framework UTAUT (Unified Theory of Acceptance and Use of Technology) through a questionnaire and also the impact of the changes using 7S- Framework through a questionnaire. Then, the results will be used as the factors to made the appropriate change management using the modified 8-step Kotter’s model.
