Higher Education in the role of serving the public in education must have a superior service system and competitive by utilizing information and communication technology in order to achieve the target vision and mission. Making it happen required measurement of performance in the Division of ICT (Information and Communication Technology) as a provider of information and communication technology services in Higher Education. <br /> <br /> To obtain the purpose of performance measurement, this research uses IT BSc (IT Balanced Scorecard) method and Analytical Hierarchy Process (AHP) tool. Through this method is able to map the existing condition of the organization, translate the vision and mission into strategic programs to determine the success of vision and mission by mapping and communicating between top management and employees in achieving the program. <br /> <br /> The results show how the achievement of organizational goals in accordance with their vision and mission so as to increase the ability of the organization and multiply the performance, enabling the Higher Education to keep monitoring progress in building competitive advantage, able to translate a vision into key strategic programs that can be communicated as needed for the future of the Higher Education.
