Summary:PD. Pasar Bermartabat (PDPB) is state owned enterprise and works in public service, <br /> <br /> <br /> <br /> managing 37 traditional markets at Bandung. Based on the profit report, PDPB raise <br /> <br /> <br /> <br /> every year. The result from Return on Asset (ROA) analysis, PDPB increases <br /> <br /> <br /> <br /> annually, but not significant. To increase the ROA and profit, the first step PDPB <br /> <br /> <br /> <br /> should formulate corporate values and corporate culture. Thus, this research aims to <br /> <br /> <br /> <br /> defining corporate values in PDPB and formulating the framework for culture <br /> <br /> <br /> <br /> transformation. <br /> <br /> <br /> <br /> This study employed the theories consist of The Competing Corporate Culture <br /> <br /> <br /> <br /> Model, The Burke-Litwin Model, Driving Corporate Values, Human Capital Drivers, <br /> <br /> <br /> <br /> and OCAI Assessment. The phases design used in this research were structured <br /> <br /> <br /> <br /> interview, transcribing the interview result, observing the situation, categorizing and <br /> <br /> <br /> <br /> coding the result of structured interview and observation, and drawing the <br /> <br /> <br /> <br /> conclusions. Furthermore, this research used Porter Five Forces to analyze external <br /> <br /> <br /> <br /> factors and Maslow Theory to analyze motivation. <br /> <br /> <br /> <br /> This study finds that corporate values that can be implemented in PDPB based on <br /> <br /> <br /> <br /> PDPB vision and missions are Service Oriented, Integrity, and Trusted. When the <br /> <br /> <br /> <br /> values have been established, PDPB could initiate culture transformation. Since <br /> <br /> <br /> <br /> PDPB once was a government bureau, it took government hierarchal culture. <br /> <br /> <br /> <br /> However, since 2008, PDPB became a company that must be profitable. Profitdriven <br /> <br /> <br /> <br /> goal <br /> <br /> <br /> <br /> forces <br /> <br /> <br /> <br /> PDPB <br /> <br /> <br /> <br /> to <br /> <br /> <br /> <br /> transform <br /> <br /> <br /> <br /> its <br /> <br /> <br /> <br /> hierarchal <br /> <br /> <br /> <br /> culture <br /> <br /> <br /> <br /> to more <br /> <br /> <br /> <br /> market <br /> <br /> <br /> <br /> culture. <br />
