RECONTEXTUALIZATION OF CULTURE VALUE INTEGRATION RESULT IN YOGYAKARTA CITY PLANNING

Nowaday spatial planning still uses a lot of physical approach in the process, which at the end leaves many urban problems, both in social and cultural aspect. In 2016, UNESCO initiated the inclusion of potential aspects of local culture in sustainable urban planning and development. The city of Yogyakarta itself, in Indonesia has great historical-cultural potential, supported also by the policy of Law no. 13 of 2012 on the Special Government Regulation of Yogyakarta, this advantage can be utilized in cultural-based planning in accordance with the initiation of UNESCO mentioned above. Yet today culture is still seen as an abstract in defining, especially in relation to urban-based city planning criteria adn indicators, so that with the support of the Law and the historical-cultural potential, can Yogyakarta City do cultural-based planning with Yogyakarta's cultural values in contemporary circumstances, or it require the recontextualization process of it cultural values. The purpose of this research is to find the formulation of process of recontextualization result of integration of cultural values in Yogyakarta City planning. <br /> <br /> <br /> <br /> This research used qualitative method, with hermeneutical approach, the informant used as data source is chosen by purposive sampling method and by using snowball sampling. To answer several research objectives, descriptive qualitative method was used to analyze and formulate the types, forms, characteristics, components and principles for integration of cultural values in accordance with the planning process, based on that, it will discover the criteria and principles in accordance with the planning of Yogyakarta City. Moreover, is conducting hermeneutical analysis on the basis of law, Presidential Regulation, Ministrial Regulation, Presidential Decree, Government Regulation in Lieu of Law policy, Official Gazette and regulations related to spatial and cultural planning. From these results it can be seen the supporting guidelines, including the potential and the problem empirically. Furthermore, comparative analysis will be use to see the relationship between culture based planning criteria, Yogyakarta cultural values with Yogyakarta planning documents, from these comparative analysis results, it will be seen the need for recontextualization of cultural values in the city of Yogyakarta on contemporary conditions. <br />
