Reclamation work is one of the most complex geotechnical works, so it needs good planning to get optimum work result. The purpose of this study is to analyze and design several stages of reclamation planning at the location of Jakarta Bay, that is to determine the peak elevation of embankment, the design of the reclamation embankment, determining the soil degradation caused by landfill and protective dike, comparing the speed of consolidation with and without PVD, calculate the safety factor of each construction stage, and determine the optimum value of sandkey dimension. The entire phase of the planning and analysis of this reclamation will be modeled using the PLAXIS program. Based on the calculation, we determine the elevation of embankment and reclamation is at +8.18 m from LLWL. For the sandkey dimension, sandkey thickness 11 m and sandkey base width is 90 m to produce a sufficient safety factor value. From the modeling results, it was found that to achieve 90% consolidation without using PVD takes 6320 days, while using PVD takes 345 days. The consolidation that occurred for long term loading condition is equal to 1.35 m with value of safety factor equal to 1.68. text
