Meanwhile, data and digital services will rise significantly in 2020. This condition will trigger the growth of telecommunication infrastructure to provide the customer needs. PT. Mitratel carries on business in the field of telecommunications network infrastructure provider. The company has the vision to become the leader and the best provider of telecommunication infrastructure provider in Southeast Asia. According to the market share, Mitratel only occupies the fourth position in the telecommunication infrastructure provider industry in Indonesia. The company has not been able to properly meet and manage stakeholder needs due to the incompatibility of corporate performance management system. It caused by the gap of the company’s vision with the company’s performance. This research aims to assist the company to design new performance management system that can translate company’s vision into the strategy and create a clear task and responsibility to fulfill the needs of stakeholder. Integrated Performance Management System (IPMS) framework is selected because of this framework able to overcome the problems that exist in the company and there is an alignment between vision, mission, strategy and action plan with the interest of stakeholder. Furthermore, IPMS provide a benchmarking to analyze the company’s current performance with the past performance and to compare the company’s performance with other competitors in the industry. IPMS framework consists of five stage, those are the foundation, background and information, design process, implementation, and refreshment. Then there are three perspectives consist of organizational output, internal process, and resources availability. This research proposed the performance management system for Mitratel and produces 19 key performance indicators (KPI) which derived from the vision, mission, strategy and business process of the company. <p align="justify"> <br /> text
