HFA as a global blueprint of disaster management for 10-year plan was provided to make the world safer from disaster losses. Since the implementation, Indonesia still has many challenges in developing Disaster Management (DM) Framework based on HFA. As one of many countries with

disaster vulnerability, government aims to increase the resilience for their country. One of the ways is delivering the value of Disaster Management to the

communities by providing emergencies services. In this research, the DM Framework will be developed with the combination of Service System Engineering (SSE) and HFA Framework. SSE can be explain as individual and functional systems are linked together to define new meta-model system that can improve robustness, lower cost and increase reliability from Disaster Management. As the result, the research will provide the Architecture of Disaster Management that is suitable for using in Indonesia. text
