Summary:The highest percentage of commuter contributor to Jakarta, as much as 14.8%, is derived from Bekasi, and urbanization activities from peripheral to the center, vice versa, causes variety of problems. Lack of suburban TOD research could cause the absence of transit oriented development design for settlement in Bekasi, while transit oriented development needs to be applied up to the suburbs as well. The purpose of this research is to design a transit oriented development for settlement in Bekasi with several objectives, as follows (1) identify the concept of transit oriented development, (2) identify the concept of mixed income housing, (3) elaborate the character, strength, weakness, and opportunity of the site, (4) explain the character of suburban commuter, (5) formulate the principles and the concept of transit oriented development design for settlement in Bekasi. This is an explorative deductive research through visioning method. In analyzing data, the collected secondary data is processed to create the vision and mission of the design, from the development scenarios that contain the driving forces and development phasing strategies. After determining the vision and mission of the design, SWOT <br /> <br /> <br /> analysis is conducted utilizing the 7 urban physical elements (Shirvani, 1985). The result shows that Bekasi Barat LRT station is classified as a downtown or urban <br /> <br /> <br /> TOD that serves Kota Bekasi holistically in a stopover station (not a destination station). Based on the analysis, the maximum number of density is 480 dwellings/ha, 278.352 daily ridership, and 16.913 target of worker (280 dwellings/ha). Based on the density calculating, the intensity of the development is divided into 38% housing, 44% commercial, and 18% public facilities, generates density of 29.435 inhabitants or 486 dwellings/ha with the composition of high, medium, and low incomer of 18%: 24 %: 57%, and results 7.359 residential units (12,2 units/1000 m2). To support the living needs of the occupants, the settlement planning is equipped with facilities consisting of 8% public facilities, 0,35% infrastructure, 11% trade and commerce, and 42% of open space, park and sport field.
