Summary: | Indonesia as a major global key producer of a wide variety of agricultural products that supported by its vast and abundant fertile soils have coffee as one of the most important agricultural products of Indonesia (Agriculture: Agricultural Sector of Indonesia, n.d.). The condition of Indonesia national consumption of coffee has been growing over period (Kissi, 2016). But the statistics say that the potency of coffee developtment in indonesia recently had been decreasing and do not fullfill the set expectation. This condition occurs as the result of several factors. Firstly, farmers are struggling with the increasing costs of living and also the slumps in the price of agricultural products have succesfully forced farmers to sell their lands to big firms.
This current condition of agriculture sector are resulting to low productivity of agriculture products, including coffee. There is a plan of collaboration between farmers and government that expected to succeed and solve this problem. However, long before the planning come up, Indonesian farmers had the expectation that government are able to help farmers with socialization regarding the proper way of farming and more technologies improvement to increase the productivity (Herwindo, 2015). The government policies surely have positive goal to help the growth of agriculture industry generally and coffee industry specifically. So by seeing the impact of government policies and regulation / programs toward coffee productivity in each different government stage (national, provinces, and local) and find the impact in each stage and generate a evaluation and integrate strategies in each level hopefully can contribute to increase the performance of coffee industry in West Java as one of coffee province producer.
This research use regulation impact analysis to analyze the descriptive and secondary data that gather for this research. Regulation Impact Analysis is an instrument / tool that use in arrange / evaluate policy, program and regulation. RIA frequently uses by several country in arranging the policy that fulfill the requirement and standart from several aspect, which is, economy, legal, and administrative.The aim of RIA is to provide a specific and systematic guidelines of potencial value and impact of regulation and policy to achieve the objective of related regulation and policy. RIA consist of 10 standart question that becomes the primary tools to see the impact of the regulation.These questions had been standardized to can be used in varying condition and situation.
Based on the analysis on this research, the main general recommendation for program / regulation about coffee production in west java is to adjust the regulation framework and budgeting matrix framework into same framework. This adjustment can make the measurement of the quality of regulation and the effectiveness of each regulation in each level possible. Several performance data about the performance of regulation also need to be gathered in order to maximize the effectiveness of the regulation. In National level need to define the transparency possibilites in the beuracracial of the regulation and its derivation in province and local level. Regulation about the marketing activity (No.7) also need to be evaluated. In Province level need to add new program to solve several problems that not solve by specific existed regulation. Regulation about administrative and reporting sytem need to be evaluated. In Local Level, generally need to add new regulation to answer specific problem, and some regulation also need to be evaluated. The regulation in local level also need to make more specific and more classificate (due to the plantation and livestock regulation is still in the same framework). Basically the performance of coffee production in Garut and Bandung is pretty good. But for Bandung local plantation government the regulation and program need to be define furthermore and the set data of each regulation result need to be gathered to acknowledge the effectivity of the regulation. For Garut region, the problem identification process need to be evaluated furthermore because some problem that occur in the field is not stated in the problem identification. The data management of plantation sector is also not completed and proper to maximize the effectivity of each regulation. Generally the set of regulation in Indonesia agriculture is have complex relationship and impact that have effect from one to other. The regulation that based on the problem and have clear bureaucracy and transparency proved hve the most significant impact into coffee productivity. |
