In this study, an effort was made to see the existing condition of service in Manokwari Regency and its shortcomings, to analyze the effectiveness of transportation route with Dijkstra algorithm, and designing an alternative scenario of municipal solid waste collection adjusted to the number of population and generated waste generation for later years compared with the required investment cost . The analysis result with Dijsktra algorithm for the shortest route is obtained that the effectiveness of existing transportation routes and fuel consumption can be increased by 22% from 944 km to 736,2 km per day and 134,86 L to 105,17 L per day. Manokwari's waste generation potential reaches 73 ton / day in 2020 and 103 ton / day in the final year of scenario design in 2033. Based on fleet development analysis and preliminary cost calculation with 100% servant capacity calculation, it is found that scenario B has the highest benefit-cost ratio of 0,39 compared with scenario A with a value of 0,33. With largest ratio, then scenario B has the most potential to be implemented in the development of municipal solid waste management, with smaller NPV deficit and annual subsidy potential text
