Post Leuwigajah SWD landslide, TPPAS Sarimukti as Regional Solid Waste Disposal (SWD) serves to accommodate garbage from the city of Bandung, Cimahi and Bandung Barat. The existence of Sarimukti Landfill impact on surrounding communities, such as pollution of water, air, odor and deacrease property values. The government has try to minimize the impact to surrounding community with impact compensation fee Management for Rp 4.900, - per ton of garbage but the value is not compatible with Polluter Pays Priciple which provide the environmental condition. Based on that, this study aims to calculate the cost of the polluer must pays on the impact of regional waste management activities on the environmental and economic aspects of society around TPPAS Sarimukti. The Research process are identification of impacts, economic valuation, and the present value assessment to get a total economic value of the environmental impact and economic activities of the regional SWD management Analysis of the externality is the result of direct or indirect impacts of the Sarimukti SWD including economic impact and environmental impact. Negative impacts analyses were based on the loss of environmental values, decreased property values, pollution, and the inconvenience. Positive impact analysis included the existence of business and employment opportunities for the scarvanger, and the existence of access roads to facilitate transport to landfill to the surrounding community. Total economic value of the economic valuation analysis of Sarimukti SWD is comprised of the total cost of Rp 752,23 billion and the total benefits of Rp 191,3 billion so that the total economic value amounting to - Rp 561 billion. This shows negative total economic value means that the existence Sarimukti SWD has negative impact for the community. The one of managemet impact strategy is applying the pollutan pays principal with impact fee for every tonnes of garbage . According to that, the impact fee that must be pay by Kota Bandung, Kota Cimahi and Kabupaten Bandung Barat is Rp 101.359,- by every ton solid waste.
