Summary: | On 24th October and 13th November 2016, Citepus River which through Pagarsih Street overflowed and caused a large flood puddle. As a consequence, about 11.8 ha Kelurahan Cibadak was flooded. Most of the inundation areas are shops complex and densely populated housing. Using ECLAC (Economic Commission for Latin America and the Caribbean) methodology, it can be calculated the value of damages and economic losses caused by the flood. The ECLAC methodology is divided into 5 sectors: housing, public infrastructure, social, economic and cross-sectoral. The final result of calculation of damages value and economic losses resulting from two flood incidents with ECLAC methodology is 1.5 billion with details of damages value Rp 997 million and losses Rp 568.5 million. Financing of post-disaster damages is unpredictable and more urgent to be handled and causing disruption of development plans for other sectors. While the value of post-disaster losses will affect the regional income so that it also impedes the development plan. Therefore, disaster mitigation efforts should be included in the spatial plan to minimize the damages, losses and loss of lifes. In Law Number 26/2007 on Spatial Planning states that it is necessary spatial planning based on disaster mitigation as an effort to improve safety and life and livelihood. <br />

The spatial plan of Kelurahan Cibadak is arranged in RDTR SWK Tegalega. In RDTR SWK Tegalega 2015-2035, flood area on Jl. Pagarsih is planned to be a trades and services zone and as high-density housing until 2035. It can be seen on the map of the pattern of space that is overlapped with the flooded puddle map. Disaster mitigation efforts in RDTR SWK Tegalega are grouped into four according to the theory of Integrating Hazard Mitigation Into Local Planning (2013) by FEMA, such as regional and regulatory plans, education and awareness programs on disaster, structural and infrastructure and environmental protection. But the current conditions is not as ideal as the plan so this research gives recommendations that are addressed to the government of Bandung as the part of regulation makers. Such recommendations include evaluation and re-regulation of spatial utilization in flood areas, especially in river borders; community and regional capacity building; and structural efforts such as construction of vertical housing, normalization of Citepus River and provision of disaster infrastructure facilities in disaster areas. <br />
