SOCIAL CONSTRUCTION OF CN 235 MPA FOR SURVEILLANCE AND INTELLIGENCE

<p align="justify">Unitery State of Republic Indonesia that is located at crosswise position places its position on status that is very strategic in international constellation at one side, however at another side causes the position is very sensitive for every development of global situation, regional or national, such also with possibilities threat. For force the possibilities so it is done concept efforts of surveillance technology using that is formulated with integrated pattern operation.<p align="justify"><p>Related with wide territory of Indonesia and amount capability that have been had by TNI at this time with surveillance aircraft amount 3 Boeing 737-200 SIP, become impossible case to can bring about the task where many territories can't monitor that cause happen violation of Indonesia territorial region and financial loss every year increase as rubbing fish, smuggling marterial fuel, ileggal logging, transnational/imigrant that according to data from Department of Ocean and Fisheries in 2003 about $ 18 Billion, until for that it is needed a thinking to can fill the hope although it is still very limited because relate to participation of all side. The one is involvement of Indonesia Aerospace Company as the one of startegic industries that has capability in develop CN 235 aircraft to become military version aircraft namely CN 235 MPA with add some integrated mission equipments system that is needed for surveillance and intelligence patrol to complete system that was present or as replacement of Boeing 737-200 SIP aircraft in time not function in an air operation. In order that aircraft can function as in accordance with TNI need, it was done cooperation/coordination between on both side of team that intend to determine operational requirement, system requirement or technical requirement with optimize fund that is available until outcome that will be reached real forms joint decissionin accordance with social construction of technology (SCOT). Then, in 1996 it was made cooperation contract between Indonesia Aerospace Company and Department of Defense/TNI, later beginning in 1997 the fund was poured for Indonesia Aerospace Company, but not a long time later in the same year rised economy crisis, leader change and embargo that cause happen change in contract pass through amendment I, II and III until the aircrafts that was beginning to ordered 3 CN 235 MPA aircraft became 1 CN 235 transport aircraft, 1 CN 235 MPA and 1 Integrated Logistic System (ILS).<p align="justify"><p>This thesis discusses about Social Construction of surveillance and Intelligence CN 235 MPA that get/involved in developing of technology to reach aim and SWOT analysis is used to look the problem of economics, politics, technology, defense and security side.<p align="justify"><p>The question that will aswered pass through this thesis are :<p>a. How to identify the actors that involve in construction formulation of CN 235 MPA aircraft?<p>b. What are the factors that influence in planning of CN 235 MPA aircraft?<p>c. What are role and benefit that can be done by air surveillance aircraft?<p>d. With increase capability of CN 235 MPA aircraft to become air surveillance aircraft, does it already fill special need as air surveillance aircraft?<p align="justify"><p>The benefit that is dlivered from this thesis namely to give illustration about wish/spirit to advance domestic industry and the first experience for Indonesia Aerospace Company and TNI. From the experience mentioned to the future, we can repaire cosntraints with involve another strategic industries that have capability at electronic and academy sector.<p align="justify"><p>This thesis indicates existence wish on both side to finish the project, remembering the aircraft is very needed in adding strength of mean equipment weapon system at this time and has a good prospect marketing for the same aircraft type.<p align="justify"><p>The conclusions from this thesis are :<p>a. At Project of CN 235 MPA, if looking at it from a social construction side existence a wish from actors that involve in the activities to create with all limitedness, remember to develop air surveillance and human resources that have a certain quality, even for condition of state of Indonesia at the time, developing of that is more small its opportunity, whereas at another side the necessity about to use of air surveillance for security and sovereignty national need are more big.<p>b. In the equipment surveillance technology election equipment, in this case Government, Department of Defense and TNI are very careful, remembering embargo experience, wherein before it used from USA, so it has been look equipment mentioned change that have the same capability and change to another countries that not tie or independent.<p>c. Development of surveillance strength needs good will from government, parliament, strategic industry and all social stratums.<p>d. In build and increase the military equipment capability not apart from external and internal impact as technology, economic, politic, defense and security.<p>e. To get outcome appropriate with hope, so all system that are installed need for try out before it will have submitted at August, 2007, and if the aircraft will already conform with need, then TNI will order as many as 9 aircraft gradually.<p>f. With drive and increase role of surveillance so can reactivate the only one for aircraft industry (PT. DI). <br />
