Summary:The valuation of flood damage and losses is a crucial part to prioritize program for flood management. However, the field of flood loss modelling has not gained much attention so far. This study has the objective to determine estimated damage and losses caused by flood and identify policy for flood management program in Bandung Regency. Location of this study conducted in Baleendah and Andir area. The data collection conducted during flood period at 2014 because it was routine flood. The method using a quantitative mathematic model by using questionnaires that distributed to several respondent namely 100 household, 17 industry and local government with 10% precision level of total population Baleendah District. Policy strategies and programs for flood management applied SWOT analysis and Reinke Method. Economic valuation approaches include repair cost, replacement cost, prevention cost, cost of illness and loss of income. Valuation model is based on damage and losses. The damage cost consist of repair cost which approximately Rp. 2,104,035,937, while the losses cost consist of replacement cost, cost of illness, prevention cost and loss of income is approximately Rp. 2,525,329,907. The losses cost is approximately 55% where as damage cost is 45%. Valuation model based on frequency of time, routine cost namely repair cost, cost of illness, replacement cost and loss of income is approximately Rp.1,453,410/ household/year and incidental cost namely repair cost and prevention cost approximately Rp.1,303,600/household. From root cause analytical shows the main problems of flooding by Citarum River due to changes in landuse and reduced vegetation in the upstream Citarum River. Based on the SWOT analysis, the strategies of flood management is institutional aspect. Based on Reinke method, the priority program is conduct joint agreement between government institutios.
