It has a large numbers of potential and problem. This phenomenon has government extra and serious attention to it. One of the biggest attention forms of Government to village was by publishing law about village and having village’s ministry, development of the left behind’s area and transmigration. The President of Indonesian Republic through Nawacita has ordered to develop village from coastal areas by strengthens area and village. The Nawacita’s instruction later on is inside The National Mid Term Development Plans from 2015 – 2019 by targeting to reduce 5000 left behind villages and increasing the independents numbers for at least 2000 villages in 2019. However from the measurement of village’s independency that conducted by several agencies such as the Ministry of Village, Development for Disadvantaged Regions and Transmigration, BPS and Bappenas obtained results, most villages are at the stage of left and developing ones, only few numbers in independent status. <br /> <br /> <br /> There is another issue that facing by village, which is Smart Village. It is a village that knows and understand the happening problems as well as able to manage the existing human resources by all means to give services effectively and efficient to the villagers. In the contrary, smart villages existence in Indonesia also very little, and does not rule out that an independent village is not necessarily an intelligent village. Based on Smart Nation’s concept, Smart Nation starts from Smart Village, Smart Subdistrict and Smart City or Regency , thus needed a strategy to achieve that goal. In order to create Independent and Smart Village needs a Framework of Indonesian Smart Villages (KKSVI), to remind there has never been a framework to form Smart village in Indonesia. <br /> <br /> <br /> A KKSVI plan was using DRM method. The analysis covered; village domains, village indicators, activities and stakeholder analysis that involves in doing the activities. Activity in KKSVI refers to appropriate technology, which includes information and communication technology. The Concept of PDCA has approach in every activity, in order to measure the quality of an event or the activity itself.The analysis result then described in the framework components by pointing to a numbers of frameworks reference, such as TOGAF 9.1, COBIT and Zachman Framework. KKSVI scope, limited only to village development sectors. This limitation is made due to the aspects of measurement and assessment of progress and independence of the village. <br /> <br /> <br /> After analysis and plans of framework done, then result thirty four indicators that classified into five domains; health, education, infrastructure, economy and environment which is mapped in a structured manner and has a relationship between its supporting components and has met the needs of the components of a framework. To determine whether this KKSVI design in accordance with the intent and purpose of the study, it is necessary to evaluate by taking into account several aspects. Based on the evaluation about the framework’s components, this KKSVI has fulfilled all the requirements from its component needs. On the other side user shows that KKSVI has enough user friendly aspects, easy to implement, at the newest level, good ability also interrelatedness with the existing legality. text |
