with the technical-economic aspects and budget allocation optimization of the approach to produce and maximum the ratio of the benefits from user and developer and cost, that are investment cost and maintenance cost (BCR). Thus, this model character is dynamic, so problem-solving techniques used by the dynamic programming with integer (1/0). Efforts optimal budget allocation be done in two stages, namely feasibility and capital rationing for the selection of alternative roads to be constructed. Results from the feasibility stage of all feasible alternatives to roads built for BCR value of each alternative is > 1. Alternative Guraping - Modoyama street yield the greatest benefit is the value of Rp 2,049,607,747,- and the lowest value of the benefit is the Kedi - Galela street is Rp 887,200,887,-. While alternative development costs low is the Guraping - Modoyama street and Round the Makian Island as much as Rp 443,906,415,-. At that stage capital rationing, the development of alternative roads that are chosen to build as many as 8 of 9 streets alternative, namely the first street (Ibu - Kedi) up to eight street (Round Makian Island). While alternative roads are not built as much as 1 road, which is the ninth street (the street in the Sofifi City). <br />
