Summary:Bandung is a city with concentrated development, it causes the growth of urban economy is concentrated, moreover the people’s orientation of moving to a larger city becomes high. The explotion of this population migration needs reliable facilities in city. At present, the development of those facilities such a houses, solid waste management, water distribution system, water treatment sytem, wastewater treatment and drainage system, have not made a balance with the population increase. To overcome this condition, there is a strategy of area development which has been determined, it is called “Bandung Raya Concept” with Planoligy Deconcentration as its basic principal development. Its purpose is to increase the comparative abundance of small cities around Bandung by taking over the economical function wich has been carried by Bandung its self. With This Concept, hopefully the small cities around Bandung can be a counter magnet which able to prevent the current of population concentration and to protect the economical activities in Bandung. Kota Baru Parahyangan is a self-funded city wich located in Padalarang with 1250 ha area is planned to function as a counter magnet for Bandung, As a matter of fact it should be completed with a reliable wastewater treatment device with a prosperity of making a balance with the increase of wastewater quantity as a result of the population growth in the future. On the existing condition, the wastewater treatment focused on individual treatment on the area, its uses septic tank and biofilter, because there isn’t any specified land uses for the concentrated wastewater treatment plant. The septic tank’s effluent is processed by biofilter then its result enter the drainage system destinated to the closest river wich serve as Stream water. This system has been lack of advantage, viewed from the economical aspect and the effluent quality. The combined treatment system between Wastewater Treatment Plant (WWTP) and the individual treatment, is expected to be more efficient and to be able to produce the effluent with its concentration of TSS and BOD5 wich are main standard, wich be able to fulfill the effluent quality standard, KepMen LH No 112 tahun 2003. It is Planned to build two plants of Wastewater treatment wich serve the western and eastern area on a single stage development. The wwtp is planned to use a modified activated sludge biological process which is contact stabilization. Its Process determined based on economical factor when contact stabilization it self has the least Present Value of Annual Cost compared with other proposed alternatives. The units which are used by this plant are bar screen and grit chamber as primary treatment, contact stabilization tank and clarifier as secondary treatment, gravity thickener and belt filter press as sludge treatment and chlorination tank as a disinfection unit. The total cost which is needed to build this plant is estimated at amount 23,5 billion rupiahs.
