Desa Adat in Bali Province have autonomous rights that are legalized in Provincial Regulation No. 3/2001 which includes the right to create awig-awig (customary village rules), regulate indigenous villages, and manage village and other wealth. The existence of indigenous villages in the Bali Province has led to the dualism of institutional spatial planning in customary village areas. Desa Adat Penglipuran, Desa Adat Pengotan, and Desa Adat Bayung are traditional traditional villages in Bali Province that still use traditional spatial concept. This condition became a tourist attraction and made the three villages are designated as tourist villages and Strategic Areas of Special Cultural Villages (KSK Desa Budaya Khusus). Until now there is no formal operational spatial arrangement to control the territory of these three traditional villages. <br /> <br /> <br /> This study was conducted to identify the harmonization of formal and traditional development control in three customary village areas. Identification of such that harmonization can be an input for local governments in controlling the use of space in customary village areas that have traditional spatial rules. To achieve this goals, this study identifies traditional and formal space utilization control instruments through qualitative descriptive analysis method, comparative analysis, content analysis, and stakeholder analysis. From formal and traditional development control instruments harmonization (zoning regulations, licensing, incentives, disincentives and sanctions), further formulation of the substance, process, and involvement of each actor in formal and traditional controls is made. <br /> <br /> <br /> The analysis shows that there are traditional development instruments that can be harmonized in zoning regulation, permit system, incentives, disincentives and sanctions in formal development control. In addition, the actors who must be involved in the implementation of the control of the use of formal and traditional space are identified. Harmonization also is also obtained in the preparation and determination of the provisions of the control device and its application. Harmonization in the implementation of traditional and formal development ccontrol indicates that collaboration can be undertaken between the three customary villages and the Bangli Regency Government. <br /> text
