Description
Summary:In the period 2004-2014, Indonesia has decreased significantly of backward areas, grom 37,54% to 22,40% of the total districts/cities. This shows that despite the backward areas have various development limitations, but some areas are able to increase development in their area. However, it is not yet known what factors are influenced in backward areas alleviation, so it can not be taken lesson learned to development in the other backaward areas.

Therefore, this study aimed to identify factors that influence backward areas alleviation in Indonesia. The approach used is a single case multiple sites in three districts in West Sumatra Province, namely Pesisir Selatan District, Solok District, and Padang Pariaman District which is considered to represent the backward areas alleviation in Indonesia. The main data collection is done by in-depth interviews with key informants in the backward areas alleviation at the local level. While the analysis method performed by content analysis in planning documents and interview results.

The analysis finds that the most influential factor in the backward areas alleviation are external factors that can affect the input and the development process at the local level. However, the external benefits will not be felt by the region if the region does not have the strong input of development, especially leadership and financial resources. Input development can also be influenced by external factors, mainly from higher levels of government and politics. The development process also plays an important role in the backward alleviation, especially in relation to the development process that seeks to involve the community and encourage innovation in the region, but its effectiveness is determined by the input and external factors of development. This suggests that among the factors in backward areas alleviation related to one another and can not be viewed as one factor that stands alone without the influence of other factors. Therefore, backward areas alleviation can occur when there is integration and synchronization between factors, both in terms of input, processes, and external area to encourage the development acceleration of the region.

Keywords: backward areas, factors, alleviation, local level
