Education is one of the crucial aspects in every country. Public also have obligation to provide support

and resource for education. Mata Ilmu is one of the organisations that provide supplementary private

tutoring in Bandung. Founded in November 2012, Mata Ilmu provides supplementary tutoring in the

form of one-on-one and small group learning in students’ home. The most important thing in

supplementary private tutoring is the quality of the teachers. Since 2014, there have been more than

1200 teachers registered on the website. The number of the teacher applicant is still growing every year.

The high number of supplementary private tutoring in Indonesia makes the competition in the market

become harsh. To face high competition in supplementary private tutoring market, Mata Ilmu needs to

focus on the teachers’ performance. The teachers’ performance becomes the key driver for students to

choose a supplementary tutoring service. From the internal data, Mata Ilmu has only 18% of customer

said that they're satisfied with the teachers’ performance. 68% said it is averagely O.K, and the rest 14%

gave negative feedback and complaint about the services. This data shows that Mata Ilmu needs to

improve the teachers’ quality and performance.

Numerous studies report generally positive relationship between employee engagement and

organisational performance. Increasing employee engagement can arguably help organisations achieve

high performance and productivity.

The aim of this study is to improve the engagement level of Mata Ilmu’s part-time teacher. The

organisation needs to find out the main factors that affect engagement and build an HR system to support

it. The analysis in this research is using the adapted version of Integrated Model of Employee

Engagement. The result of this research shows that both macro level and micro level factors give

significant effects to employee engagement. Therefore, the improvement both in micro and macro levels

is needed. At macro level, the organisation needs to develop a new set of HR value chain from

recruitment to socialization in a new form. Mata Ilmu also needs to develop a new set of standard and

evaluation procedure for teacher performance and reward system. For training and development, the

organisation needs to plan a monthly training and development program both for teachers and for the

coordinators.

At the micro level, the organisation needs to improve the leadership, job enrichment, and goal setting.

The leadership skill can be improved by a monthly leadership program for the coordinators. Job

enrichment and goal setting can be maintained by elaborating more detailed information about students

and integrating the information system to the database so the coordinators and teachers can access their

students’ information. All the proposed improvement need to be integrated as an HR system that allow

the teacher to boost their engagement and performance.

It is suggested in this thesis that the HR system is in the form of mobile app, which has features that

may improve the part-time teacher engagement. |
