The concept of communicative city raises the need to conduct a communication audit, which one of its aim is to provide suggestions and inputs for improving communication system and urban environment to achive the initial goal of communicative city. Communication audit can be done through the metropolitan website as a method of collecting descriptive data about the city communication patterns and as a tool to analyze the form of urban communication. <br />

The availability of complete information in spatial planning and active participation in eParticipation, especially in development control that can completely done through metropolitan website are not completely done. Those are proven by both metropolitan website of Bandung and Bogor City that are not achieve active participation stage in eParticipation, which cause the analysis to determine the cause of not optimal utilization of potention metropolitan website in accommodating eParticipation in development control need to be done. Those goal is done by analyzing the linkages between internet user profile and perception of metropolitan website with eParticipation stages in spatial planning. Then, the analysis is done to determine the factors that can affect the level of eParticipation on spatial planning, especially the development control through metropolitan website. <br />

The result show that the factors that affect the level of eParticipation in development control through metropolitan website are internet usage activities in research area that are dominated by using social media, e-mail, and reading the latest city news, low knowledge of interner users in the research area regarding the existence of metropolitan website, the main purpose of internet users while visiting metropolitan website who are not related to eParticipation in development control trhough metropolitan website, also an uneffective metropolitan website feature in development control, website design, readability, and completeness of information provided by metropolitan website. <br />
