DWELLING CULTURE AND LAND CONSOLIDATION ON DENSE AND SLUM SETTLEMENT, CASE STUDY : RW 05, KELURAHAN CIGUGUR TENGAH, KOTA CIMAHI

Land consolidation is one way to arrange dense and slum settlement which is expected to encourage improvement in life quality, welfare and living standards of the society. Land consolidation programm was planned by the government of Kota Cimahi with Puslitbangkim Kemenpupera to overcome the problems of dense and slum settlement in RW 05, Kelurahan Cigugur Tengah, Kota Cimahi. The people responded with not accepting this programm. This study aims to verify the suitability between the dwelling culture of the people in RW 05, Kelurahan Cigugur Tengah, Kota Cimahi and the thoughts of government on dwelling culture of the Land Consolidation on Dense and Slum Settlement programm which might be a factor why people responded the programm. The study used Field Research qualitative methods with Case Study approach. The study was done with observations, deep interviews with related stakeholders and collects secondary datas from agencies relating this programm and other datas. Those datas reflects dwelling culture of the people and the thoughts of government on dwelling culture and specific datas about Land Consolidation on Dense and Slum Settlement programm on Cigugur Tengah. The results showed that over all, dwelling culture of the programm suitable enough with dwelling culture of the people and that the programm should actually be accepted by the people because they are multiculturals, individualistists, and most of the people want a better change in their dwellings/ settlement. The respond of the people might be not because of the dwelling culture factors, but other factors such as communication problems between government and the people, low level of trustworthiness from people to the government which cause negative responds from the people to government’s programms, people not understand enough about the land consolidation programm, the government less serious in this programm, and less encouragement of people’s motivation to be independent and to improve their condition. <br /> <br /> Keywords: land consolidation, dense and slum settlement, dwelling culture <br />
